'T'HE early issues of the postage stamps of Mexico have been very much X neglected by the general collector, chiefly, I think, owing to the large number of reprints and forgeries that have been placed upon the market since about 1902.
For many years I have been gathering together, for the “reference collec¬ tion” of my firm, all varieties of reprints, forgeries, proofs, etc., and by a careful study of this material, I have been able to separate the genuine stamps from the fakes, especially in the more important issues of 1856 and 1861, as these are those to which the fakers have chiefly devoted their attention.
In the early issues of Mexico we have every complication that the most ardent and advanced collector can desire.
In the case of some stamps we find that individual values have been printed from two, three, or perhaps four different plates, and the stamps of these printing's may be separated, the one from the other.
We have in the 1868 and 1872 issues “retouches” of various kinds, rarities that the older school of collectors never dreamed about.
In the lithographed stamps of 1866 there are defective transfers producing some quaint and rare varieties.
We have also what I may term “government provisional issues” for each postal district caused by the overprinting of the name of the district on the stamps of each of these early issues.
We have also a government system of numbering each stamp of every consignment in 1864 to 1867, a system that exists in no other country, and a study of these numbers shows what an enormous number of great rarities there are in these issues.
Nearly thirty years ago some of the great Philatelists of those days were not slow to recognise the fascination of these stamps, and some able articles were published by such men as the Messieurs Caillebotte, of Paris ; Mr. G. Lockyer, of London ; Messrs. F. de Coppet and Lawrence, of New York ; and Senor Jose Marco del Pont, of Buenos Ayres.
The standard work on the stamps of Mexico is “A Catalogue for Advanced Collectors,” edited by Messrs. H. Collin and H. L, Caiman.
Since I have taken up the study and sale of early Mexican stamps I have

bought for my firm the following important, specialised collections of these stamps : —
Mr. Richard Hollick, of Birmingham.
The balance of the collection of Mr. Bellows, of New York, a portion having been sold at auction.
The bulk of the collection of the late Mr. Wilhelm Krapp, sold at auction in Vienna in 1911.
The collection of Mr. Schroder, of Meissen, who lived for nearly twenty years in Mexico.
The stock of old Mexicans left by the late Monsieur Arthur Maury.
The fine collection of the late Mr. Breitfuss, of Petrograd.
The stock and collection of Senor C. Pinon, of Mexico City.
The fine specialised collection formed by Mr. G. Regelsperger, of Vienna, and, quite recently, the collection of old issues only, of Mr. Collyer, of Mexico City.
I have kept careful note of all varieties from these collections and stocks, and have in the past six years been enabled to form a pretty good idea of the relative rarity of the various District Names and Numbers.
In this little Catalogue I have endeavoured to draw up a .simple list of the chief varieties, but I have carefully avoided going into the numerous smaller differences that may be found in the names on the earlier issues of Mexico.
In the last few years a considerable amount of good philatelic work has been done in the early issues of Mexico.
Mr. S. Chapman, in collaboration with Mr. W. T. Wilson, has produced a magnificent work upon “ The Eagle and Maximilian Issues of Mexico.”
Mr. J. H. Barron has done much good work in the early issues, especially those of 1868 and 1872.
Mr. Wilkinson and Mr. P. L. Pemberton have published some excellent articles upon the retouches and plates of the issues of 1868.
Lastly, that great philatelist, Mr. L. L. R. Hausburg, has advanced a very long way in reconstructing the numerous plates of the issues of 1856, 1861, 1866 and 1868.
In the Priced Catalogue I list under each district name the values that I have either seen or had noted to me, but in most cases probably all values were sent to each district. For example, in 1861 Aguascaltes I have only seen the 2 reales ; but there is no reason why other values should not turn up, and if collectors will be good enough to inform me of any varieties that they possess that I do not list, I shall be glad to note such and add to further editions, if such are called for.
It is only by this constant and close collaboration between the collector and the dealer that the latter may hope to get his catalogues at all complete.

In conclusion, I trust that this little Catalogue and list of towns and numbers may be the means of interesting more British collectors to take up the study and collection of these fine old stamps.
During the past few years the bulk of these stamps have been passing to American collectors, and I may note, en passant, that my firm has sold two collections of the first rank of old issues only of Mexico to American collectors for ,£5,200 within a short period.
It is really surprising how much the American collector has learnt to appre¬ ciate the best things of the collecting* world. For years they have been buying our best in pictures and works of art in general, and in the last few years they have evinced a great desire for our best in postage stamps.
All this much tends to strengthen prices, to broaden the market, and in the end to make collections of fine old postage stamps one of the soundest invest¬ ments in which a collector can place his money.

REPRINTS AND FORGERIES OF THE ISSUES OF 1 856 AND 1861
rHE general collector has been somewhat afraid of collecting the stamps of Mexico owing to the great number of reprints and forgeries of the early issues that appeared between 1892 and 1906.
The best of these appear to have been placed on the market by an American dealer who disposed of large parcels of these things during his visits to this country in the ’po’s. Some of these parcels are being held up, and if he ventures here again no doubt he will hear about them.
About 1902 two dealers in Mexico City appear to have obtained portions of the plates of the 1856 issue, which were supposed to have been stolen from the Postal Museum there. Possibly they obtained the whole of the plates of the i). U 2, 4, and 8 reales, but I should presume that these plates were badly corroded, and when cleaned up it was found that only portions of them could be used, and the better preserved parts were probably cut out and used to make reprints.
These reprints are easily told. The paper is modern, very smooth, without any mesh in it, and the stamps are never in the right colours.
It is, however, far different with the reprints that were put on the market about 1902-6. Some of these, both in the paper and in the colour, approximate very closely to the originals, and it is somewhat difficult to tell unused copies of the 8 reales, black on ' brown, and the 8 reales, green on brown, from originals, although a specialist who is used to handling these stamps would seldom be at fault.
As usual, however, the fakers failed in some important details, and chier amongst these I mention the “district names” and the “postmarks.” Of neither of these were they able to obtain the original dies, and their imitations can, in most cases, be easily told from the originals.
Below I give a few points of difference between the reprints with forg'ed names and postmarks and the originals. There are many other points that are of use, but I only wish to print sufficient to enable collectors to separate the. bad from the good.
The measurements given below are from the outside point of each end letter in the overprint, but not including the stops, which are often deficient.
ACAPULCO,
Genuine : Word 17 mm. long. Stop after name on a level with the middle of the “ O.” Reprints : 17J mm. long. Stop on a level with bottom of “ o.”

AGUAS CALIENTES.
I have not seen any imitations of this name.
APAM.
I have only one reprint of this district, and have only seen two others.
All “ Apam ” in ‘ blue” of the 1856 issue are genuine, and in 1861 all those showing a blob of colour before or after the word are genuine. The reprints have letters very badly made, and the right-hand serif of the “ M' ” hangs down and is too big.
CAMPEGHE.
Genuine: Word 16x2 mm. Reprints: 17x2^ mm.
GHALCO.
Genuine: Word 12 mm. Reprints: 13 mm.
CHIAPAS,
Most of the stamps of 1856 and all those of 1861 have the name in blue, which I have never seen forged. In the genuine black name, used in 1856, fhe letters are clear and well defined, and the cross-bar of the “ H 55 is thick. In the reprints all the letters are badly formed ; the “c ” is too short and the “ H ” is a very badly made letter with a very thin cross-bar.
CHIHUAHUA.
I have not seen any reprints with this name, but I have genuine stamps of 1861, ^ real and 4 reales, black on yellow, both with forged names. The. genuine type has a stop before and after ‘‘-CHIHUAHUA-’ , but the forgery has no stops.
GOMITAN.
This name does not exist on genuine stamps, but I have reprints of both 1856 and 1861 with it.
CORDOVA.
I have not seen any reprints of this district.
CUERNAVACA.
Genuine: Word 17J mm. long, no stops. Reprints: Word 18 mm. long, with stop after word.
DURANGO.
Genuine: Word 15.J mm., the stop before “ D ” is round. Reprints: 16 mm., the stop or small stroke before “ d ” is oblong.
GUADALAJARA,
This name is very common, and there are a number of genuine types of the name. The commonest has the letters slightly over 2 mm. high, and this may be found with an oblong stop each end, with oblong stop before the “ G ” and no stop after the “ a”, and with no stops at all.
There is a second overprint, with the letters about if mm. high and no stops.

In the reprints the “ a’s ” are all too wide, the “ D ” is very badly drawn, and the curve of it quite out of shape. The reprints have no stop before or after the word. There is a second reprint, the word being- 17 x ij mm.
GUANAJUATO.
Genuine: In the 1856 issue the word is 18x2 mm., both with and without a stop before and after the word. In the 1861 issue the same type was first used and then one measuring 22^ x 3 mm.
In the reprints both types have been imitated. In the first named the “u” is too thin and the “o” too round and thick. In the reprints of the larger type the “ N ” is too wide and the “a’s ” are all much too narrow.
HERMOSILLO.
I have not met with any reprints.
HUEJUTLA.
I have not met with any reprints.
E. DEL CARMEN.
I have not met with any reprints.
IXTLAHUACA.
I have not met with any reprints.
JALAPA.
Genuine : Stop before and after word. Reprints: No stops.
LAGOS.
1856 issue. Genuine : “a” narrow. Reprints: “a” wide and “o” broken at top and bottom.
1861 issue. In the genuine the word “ LAGOS” is much smaller than in 1856, and all reprints in this issue have the name half as large again as the originals.
LEREVIA.
I have not met with any reprints.
MARAVATEO.
Genuine: “ ava ” all narrow letters. Reprints : “ ava ” in much wider letters.
MAZATLAN.
1856 issue. Genuine: Stops square or oblong, “a’s” narrow. Reprints: Stops round or too larg*e, “ a’s ” wide.
1861 issue. Genuine: No stops before word. Reprints : Stop before and after word.
MERIDA.
Genuine: Stop before and after word. Reprint: No stops.

MEXICO.
The commonest district name and in several varieties of type.
ist. “ Mexico” with a dash “ — ” before and after the word. I have not met with this on the reprints.
2nd. “ MEXICO ” in thin letters 14x2 mm. Genuine: Well-defined tongue to the “e,” and “c” tall with clear head stroke. Reprint: Only a small smudge for tongue of “e” and “c” without any head stroke. There is another reprint of this size with the word reading “ MEXICO.”
3rd. “ ffiIE!OT(D© ” in double-lined capitals.
I find it difficult to give a test for reprints that holds good in all cases as I think there were several minor genuine varieties of this form of the name. In general the reprints have the serifs of the letters smaller and less defined than in the genuine.
4th. This is only found on the 1861 issue. “MEXICO” in thick sans-serif type 15J x 3 mm. Genuine : Ends of “ C ” wide apart, 1st downstroke of “ M ” is thick. Reprints : Ends of “ C ” closer together, ist downstroke of “ M ” is too thin.
MONTERREY.
Genuine : “ N ” and “ Y ” narrow.
Reprints : “ N ” and “ Y ” wide.
MORELIA.
1856 issue. Genuine: Stop before and after word. Reprint : No stops.
1861 issue. Genuine: “o” narrow. Reprint: “o”wide.
Reprints of both issues are very common with a circular postmark, and for such there is a very useful test. In the genuine the date is always in two lines

OAJACA.
Genuine : “ oajaca ” with stop before and after word. Reprint: “ OAXACA ” with stops.
OMETEPEC.
There are reprints with this name but no originals exist.
ORIZAVA.
The g*enuine on the 1856 issue is 13 J x ij mm., and this is also used on the 1861, but in this there is also another variety with letters 16 x 2 mm., and this latter I have not seen in reprints.
The reprints of the small type are very close to the originals, but in the reprints the letters are generally too heavy.
Reprints are frequently postmarked with the word “ORIZAVA,” and in this name the base of the “ v” is blunt, but in the genuine the base of the “ v” is pointed.
PACHUCA.
The name in red has not been imitated.
In the black names the “ c’s ” in the reprints are much too thin and too open.

PUEBLA.
The name in large letters, used in 1 86 1 , has not been imitated, nor has the small letters with stop before and after the word.
The reprints are 12x2 mm., no stops, the letters being- slightly shorter than in the genuine.
There is a set of stamps often to be met with where the stamps are genuine originals, but the word “ puebla” is in an ornamental type never seen in the originals.
QUERETARO.
This is a common name, and there are several types of the genuine name. The one that has been imitated is that having a stop before and after the word.
In the genuine the tail of the “g 5 is very inconspicuous and hardly to be seen. In the reprints the tail of the “ Q ” is formed by a prolongation of the sides of the U Q ” going to the right and the left ; it really looks like an “ o 55 standing on two feet.
S. L. POTOSi.
This name is common, and there are a number of types in the genuine, but the fakers have only imitated one form.
Genuine : 16 mm. long, stop before and after words.
Reprints : 16 mm. long, no stops.
SALTILLO.
I have not seen any reprints with this name.
SOYANIQUILPAM.
I have not seen any reprints with this name.
SULTEPEG.
In the reprints the letters are the right size, but they are made from old and defective type. The cross bar to the uu” on the left limb is missing; there is no proper top to the “ L ” and the head of the V C ” is too small.
TABASCO.
In reprints stop in front is a thin, long stroke ; in genuine stop in front is square. In genuine the two ends of the “c ” are fairly close together; in the reprints they are very wide apart, the lower end of the “ C ” being broken off.
TAMPICO.
In genuine the “m” is if mm. wide; in reprint much too heavy and thick and 2 mm. wide.
TEMASCALTEPEC.
Genuine: Stop after word oblong, middle stroke of the “ M ” ends high up, last “ C ” very thin.
Reprints: Stop after word square, middle stroke of the “ M ” on level with the feet on either side, and the “c ” badly shaped and too thick.

This is a bogus name, and does not exist genuine.

In the reprints the “ u 55 and “ a” are much too wide.
TULANCINGO,
Genuine: 18 mm. long-. Reprints : 17J mm. long.

i REAL.
1856. Plate I. \7ery early state of plate, no trace of flaws in the back¬ ground, and without any border line round the plate. Sixty stamps on a plate arranged in ten rows of six. The stamps are spaced wide apart horizontally. The first plate appears to have been without border line, but a thin outer line was added very early.
1856. Plate II. Plate of sixty as last and stamps spaced wide apart horizontally. Thin border line round the plate. Flaws in background showing to left of face.
1856. Plate III. Plate of sixty, but stamps printed much closer together horizontally, and single copies cannot be found with the large margins of Plates I. and II. Thin border line round the plate. On the second vertical row from the left most of the stamps have a heavy dash of colour under the “e” in ‘‘medio.5’
1861. The 4 real of this issue is printed from Plate III. of 1856.
1 REAL.
1856. Plate I. Printed in sheets of sixty stamps arranged in ten rows of six. The stamps are very wide apart, both horizontally and vertically, and single specimens may be found with superb margins. The stamps are much out of alignment, and are irregularly placed on the plate. Further study may show us there are several plates of these wide spaced stamps with outer line round the plate, and one without any line.
1856. Plate II. This appears to have been in a sheet of 200, arranged in ten rows each of twenty stamps. The stamps are placed much closer together, varying from almost touching to 3 mm. apart. Thick outer line round the whole sheet.
1861. Plate II. The 1 real of this issue appears to have been printed from Plate II. of 1856. The outer border line round the sheet. In the right-hand

vertical row the seven upper stamps are much worn away on the right- hand side of the stamp. The outer line is probably the same as in 1856, but becomes thinner by wear.
2 REALES.
1856. Plate I. No uncut sheet is known and even pairs and strips are quite scarce.
The stamps of this plate are printed wide apart, horizontally, and single specimens come with very large margins. The colours are emerald-green, sap-green, green, bright green, etc. The number on the sheet is probably sixty.
1856. Plate II. This consists of 190 stamps in ten rows of nineteen. The stamps are much closer together horizontally than in Plate I., and single specimens have much smaller margins.
The sheet has several stamps with a flaw caused by breaks or cracks in the metal plate. The first of these is in No. 1 on the sheet, which has a short break on the left-hand side of the stamp, just below the centre, extending to the outline of the oval.
Another flaw occurs on stamp No. 189 on the sheet, and consists of a small break in the bottom of the stamp under the “a” in ‘‘real. ’ This break gradually extends as the plate was used, until in the issue of 1867, when the same plate was used, the break extends right up the centre of the stamp, across the face, and ends under the “ s 55 in “CORREOS. ” It is interesting* to collect a series of stamps showing how the flaw gradually extends. The earliest dated copy I have seen with this flaw is January 16, 1857.
1861. Plate II. This is the same as Plate II. of 1856.
4 REALES.
1856. Hate I. The stamps are arranged in panes of sixty, in ten rows of six, and have a thin exterior line round the pane. They are printed wide apart, horizontally, and single copies come with good margins.
1861. Plate I. is same as Plate I. of 1856.
1861. Plate II. Same number of stamps in the pane, no exterior line, and stamps printed close together horizontally.
8 REALES.
1856 and 1861. The stamps are printed wide apart, horizontally, and there is a fine exterior line round the pane. The stamps are in panes of sixty in ten rows of six.

NOTES ON THE 1863 ISSUES.
Used specimens of all these stamps are very scarce, and should only be purchased from a reliable expert.
The only overprints that are now accepted as genuine are those of Saltillo and Monterrey.
In order to understand these stamps, I think it may be useful to quote a little historical information taken from Boletin Postal of Mexico, 16 Sept., 1890, from Burke’s Life of Juarez , and from the Diccionario Geogrdfico Historico y Biogrdfico of A. Garcia Cubas.
This issue was made in the United States by order of Benito Juarez, the President of Mexico. The stamps are said to have arrived in Mexico City towards the end of May, 1863, but were not issued there, because, owing to the advance of the French army, Juarez left Mexico City 31 May, 1863, and took the stock of these stamps with him, and his movements after that were :
10 June, 1863, arrived at S. L. Potosi, where he formed a Republican Govern¬ ment of the Northern States, and he remained there until 22 December of the same year. He then retreated via Catorce to Saltillo, arriving there 9 Jan., 1864. He left there shortly after for Monterrey, established his government there and remained until 15 August, when the advance of the French caused him to move north, and after stopping at various places he arrived in Chihuahua 12 October, 1864.

We may therefore find genuine stamps on letters dated as follows : —

The unused stamps that are met with having the name “Saltillo” are forgeries. Genuine used stamps with either name are very rare.
In comparing postmarks on these stamps one should use genuine stamps of 1861 or 1868, as the same obliterations Were used in most cases.
A rather curious fact about these stamps is that there were two printings :
The first is on toned paper without any imprint on the margin of the sheet, the second is on a whiter paper with the imprint of the National Bank Note Co., New York.
Possibly the first lot was sent to Juarez in Mexico City, and I suggest that after the death of Maximilian he may have received the balance of these stamps, and that on this supply the Company put their imprint.

The 1 real, surcharged with a large “ 1/2 ” in black, is bogus.
Colour trials by The American Bank Note Co. exist of the 1 peso in many colours, price 2/6 each. Proofs on thin paper or cardboard, of all values, in various colours, are price 5/- each.

Eagles. Sub -consignment numbers. |
The district offices, on sending stamps to places under their control, over¬ printed numbers on the stamps corresponding to the numbers on their invoices, and in certain districts overprinted the year as well ; this overprinting was in addition to the numbers and dates which were overprinted in Mexico City, and the names of districts, which were overprinted at the head office of each district.
Such numbers are termed “sub-consignment numbers,” and nearly 1000 are in stock and selections can be sent on approval.
In the following list I quote the lowest price of each district, but many very rare sub-districts are in stock and can be submitted to specialists.
Full particulars and lists of these interesting stamps (and those of the Maximilian issue) will be found in the handbook edited by Mr. S. Chapman, entitled “The Eagle and Maximilian Stamps of Mexico,” published by Stanley Gibbons, Ltd., in 1912.

NOTES ON THE “ EAGLE ” ISSUE.
The first thing- to consider in arranging- a collection of this issue is as to the best method to be adopted. In the first issue — “ 1864 Name of District only ” — there is only one method of arrangement and this is alphabetically in the order of the district names. When we come to the second and succeeding issues, there are two methods of arrangement for both of which something may be said.
Firstly, there is the alphabetical arrangement under the names of districts.
Secondly, the numerical arrangement, placing the stamps in the order of the consignment numbers.
Personally, I adopt the first, because by this method we get together in a group all the stamps of one district, and this helps us to form a better idea of the rarity of the stamps of each district, and is also useful for a study of the postmarks, which are of considerable importance, especially when we come to the sub-consignment numbers.
The advantage of the second, or numerical arrangement is that we have the

stamps arranged more or less in the order of the printings, and we can see by this arrangement when the various changes of colour took place, and when new plates came into use, but by this arrangement we get the stamps of any one district dispersed anywhere throughout the volume containing this issue.
Changes of colour .
i REAL.
The first colour used is a warm brown which alone is found on the stamps with name only, and in the first issues of those with number and date in large thick figures.
With No. 148 we find the colour changed to dull purple, and this colour continues in use until nearly the end of 1864, but in the small number 208 the colour used is reddish purple.
With No. 23 in 1865 the red tint drops out and we have the \ real in true dull purple colour, which colour is used throughout 1865, and in the beginning of 1866, but with No. 10, 1866, the colour has become grey and so continues to the end of the issue.
1 REAL.
The first colour used on the stamps with name of district only is ultramarine, varying from a bright vivid colour to a quite dull shade. This colour continues in use throughout the issue with number and date in large figures, but here the shade is, with a few exceptions, dull ultramarine, the bright vivid colours of the first issue being rarely met with. This shade continues to be used on the stamps of 1864, with small number and date, but about end of year (I find the new colour first on No. 235, 1864) is changed to deep blue, which colour in varying shades is used right through the rest of the issue.
2 REALES.
The colour of this stamp has not varied much, in the first printings it is rather deep orange, and this was used through the “name only 55 and “name and number large,” and well on to the end of 1864, when the colour becomes more yellow than orange (Nos. 8 and 9 mostly being yellow), which continues to No. 80 in 1865, but with No. 81 goes back to the original deep orange, which continues more or less until about No. 168 of 1865, when the yellow is again dominant, but early in 1866 the shade gets more orange and keeps so to the end of the issue.
4 REALES.
Practically no change in colour.
8 REALES.
The early colour is carmine, but in 1866 it varies to vermilion.
The Plates.
The plates from which the “ eag'les ” were printed are by many believed to have been of steel, but owing to the manner in which they wear out I think they may have been made of copper. Very little is known about them, and I

do not know that we have any information as to how many plates there were of each value.
The most interesting value, as regards a study of the plates, is the i real, and I am of opinion that these plates were not sufficiently hardened and soon wore out, and certainly three plates were used.
The stamps were first used in May, 1864, and by August of the same year signs of wear are very apparent in stamp No. 127 to S. L. Potosi, and 129 to Queretaro. When we come to No. 198 and following numbers of 1864, we find the impressions much clearer, as though a new plate had been brought into use about October or November, 1864, but by the end of 1864 the impressions were very worn again, look, for instance, at No. 242, Vera Cruz, in which almost all the background has disappeared.
Early in 1865 we have the change of colour to deep blue, and a new plate appears to have been used at the same time, the first number I have from this colour is No. 7, issued to Guanajuato, this plate begins to show signs of wearing out, with No. 72 issued to Orizava, this would be about April, 1865, gradually this plate became quite worn out, and the central design and the. value almost disappear. The last consignment from this plate I have noted is 137 to Guadalajara. Stamps from a new plate commence with No. 138, issued to Puebla, the colour being deep blue as before. This would be about early in August, 1865. By the end of the year this plate was wearing badly, but no other plate was made and it had to do duty until the end of the issue of “ eagle ” stamps in July, 1866.
Above I illustrate a variety which occurs in Plate II, the value has dis¬ appeared except the “ l” in “real.” This is probably caused by a double entry on the plate, but is a distinctly interesting variety.

ISSUE OF 1866.
I cannot say anything- about how many plates there were of other values, probably at least two plates of the 2 reales and one each of the other values.
Collectors will see how much of interest there is in 'this issue alone, and it would serve as a very pretty subject for a fine study in making- a specialised collection of this issue, especially if one took up the interesting- sub-consign- ment numbers as well.
Modern Essays.
In 1893 the Mexican Government decided to make an exhibition of their old stamps at the World’s Fair, in Chicag-o. As they had no stamps of the “ Eag-le 55 issue of the values of 1 and 2 reales in stock, an imitation was made, the 1 real in sky-blue and the 2 reales in orang-e and in orange-red.
The 1 rl. is met with unused and also with forged obliteration. The 2 rls., unused, and with the number and date “ 20 — 1864” in small figures.
Price 7/6 each.
These stamps have no crown on the eagle.
Forgeries , etc.
The rare 3 centavos has been forged from a retouched die. The letters of the words “tres centavos” differ from the originals, and the background has been retouched and is too faint. This is said to have been made in Hamburg from a stolen die of the 8 reales.
The 2 reales is sometimes met with in varying shades of orange-vermilion. These are said to be colour changeling's made by Dr. Rueda in Mexico.

NOTES ON THE 1867 ISSUE.
These stamps were in use for just over twelve months, and it follows that some of the values that were not much used are decidedly scarce, the best being the 8 r. , green on brown, which is a real rarity, and the J r. , black on orange-brown, is also a scarce stamp.

ISSUES OF MEXICO.
Unfortunately we have many imitations which are constantly found in collections, the owners of which have not been careful enough to purchase from those who understood these stamps.
I find reprints with forged word “ Mexico ” on the following- : —
\ real, black on orange-brown.
4 reales, red on white.
8 ,, black on brown.
8 ,, green on brown,
i real, grey.
There are also genuine stamps with the word “ Mexico ” forged on the | real, black on orange-brown ;
and fancy varieties that never existed are the
4 reales, black on yellow.
4 ,, rose on greyish blue.
There are two other stamps with this overprint that are sometimes met with in really old collections, the 1856 issue, J real, blue, and 1 real, buff-orange. I have these with overprints that appear to be genuine, and some good authori¬ ties think it is possible that some small remainders of the 1856 issue were over¬ printed and issued in 1867, but as there is a doubt about these, I have not included them in my list.
I am of the opinion that there are two genuine types of the word “ Mexico,” the following being the chief differences : —
Type I.
Hook on left foot of “ M ” curved up. Dot well above tri.”
“ e ” and “ x ” fairly close at top.
Top of “ e” at a sharp sloped angle.
“ c ” and “ o ” wide apart.
The best tests for the forgeries are : —
Type II.
Hook with flatter foot.
Dot closer to “ i.”
“ e ” and “ x ” further apart. Top of “ e 55 flatter.
“ c ” and “ o ” slightly closer.
The dash on the middle of the left side of the “ M.” The shape of the “x.”
The head of the “ c.”
The “ c ” and “ o ” too close in most of the forgeries.
For comparison one should use the 2 reales, black on lilac-rose, or the 2 reales, green on bluish, with a clear overprint, as these stamps have not been imitated.

NOTES ON THE 1868 ISSUE

(i.) Thin figures of value , 'without stop.
HESE stamps are printed by lithography, and in producing them one
JL matrix ( vide article by P. L. Pemberton, P. J. of Gt. Brit , Vol. XXII. p. 44) was used with the space for the value left blank. Transfers to a stone were taken from this, and the numerals were separately drawn in on each transfer. Possibly slight retouching also took place.
The 6 c. and 12 c. were first printed in sheets of 50, in five rows of ten stamps. Later printings were in sheets of 100, in ten rows of ten stamps. Two different setting's of the 25 c. are known, each in sheets of 100 stamps.
Sheets of the 50 c. and 100 c. are not known, either uncut or reconstructed, and good work is still to be done in these higher values.
The first plates of each value produced stamps that the specialist classifies as a separate set. They are very finely printed, with the lines in the back¬ ground well defined and the figures distinct. The shading behind the head is finer than in later printings.
The 50 c. and 100 c. of these first printings are very scarce; the 25 c. is in quite a different colour to the later printings.
(ii.) Thick figures, with stop.
I head this issue as above, as that is the normal condition, but varieties, as under, occur, in which the stop is missing.
6 c., no stop, not known.
12 c. and 25 c., no stop, occurs once in one setting, but in the other setting, of each value, it is not known.
50 c., the “no stop” is common, as it occurs twice in each group of ten types.
100 c. , no stop, occurs once in each ten types.
[The very small split stop after the value in the 12 c. is often mistaken for the rare “ no stop ” variety.]
In producing this issue ten transfers were made, and in these the numeral of value was drawn by hand, and re-transfers were taken from these to build up a group of 100, arranged in ten rows of ten. These were not repeated in any special order, and various arrangements have already been worked out. We know of three different transfers of the 12 c. and two of the 25 c. [For diagrams and full particulars see P. J. of Gt. Brit., Vol. XXII. pp. 45 and 69.]

In addition to the ten types of each value there are some rare and interesting “ retouches.” So far the following- different retouches have been discovered : —
In the 12 c., four varieties.
,, 25 c., six ,,
,, 50 c., two ,,
The most marked retouches are those of the 25 c. value.
Thick and thin papers.
The varieties that I note are really only extremes. The thick paper is a real thick and heavy carton paper, and the thin papers are almost that called pelure. Intermediate papers are of no special value. These varieties are all dated “69” or “70.”
Variety of cotonr.
The “blue-green” is a very distinct bright colour approaching blue, and must not be confused with a kind of sea-green, which I think is more or less of a changeling. The real blue-green are dated “71.”
In the 50 c. there is a rather scarce printing* on yellow, instead of orange paper. This is found dated “70.”
I have one stamp of 25 c. distinctly “ double printed ” all over.
Perforations.
There is plenty of work to be done in working out the perforations of this issue. Stamps No. 1 were issued in Mexico city, and are nearly always perforated, but later on we find the imperf. stamps much the commoner, and issued to most towns, with perforated stamps occurring in many towns, but generally much rarer than the imperfs.
It looks as though the stamps were intended to be perforated, that the machines broke down and were occasionally repaired when stamps were issued perforated, but again and again from 1868 to 1872 the imperf. stamps were mostly used.
Different pins or means of separating the stamps were used, and sets can be made up with the following perforations : —
Lozenge perf. 15-16.
Pin-perf. 14 and 14 x 15.
Pin-perf. 12-13.
ANOTADO.
Owing to the inability of the Government to supply the 1872 issue quickly, the withdrawn stamps of 1868 were reissued with “Anotado” (meaning “ noted ”) overprinted in black by hand. They were used for a short time until the next issue was ready.

Type II. Thick figures. Proofs in black of the 50 c., imperf, both with and without trial cancellation. (Price 20/-.)
,, Colour trials on thin paper of the 25 c. , in blue and in green. (Price 15/- each.)
,, And of the 100 c. on thick paper, printed in blue, red, green, mauve, pale brown, and yellow. (Price 10/- each.)
These trials of the 100 c. come both without and with names, numbers, and dates, and occur in the ten known types.

These figures g*o far to prove that the Catalogue prices of the rarer varieties are certainly not too high. In 4405 stamps there are only eight each of the thin figures 50 c. and 100 c., imperf., and fourteen of the thick figures 100 c., perf. Very good proof of their great rarity.

NOTES ON THE 1872 ISSUE.
I have kept a careful record of the number of stamps of each variety that I have had in various collections and stocks, and have added to these the stock of Stanley Gibbons, Ltd., as it is only by this means that we can arrive at an estimate of the relative rarity of different stamps, therefore the following-

From these figures it will be at once apparent that the 6 c., 50 c., and 100 c. , perf., are really rare stamps ; and that the 50 c. and 100 c., imperf., are by no means common.
Further, almost all the perforated stamps were used in Mexico City, only odd values in small quantities seem to have been sent to other places.

PERFORATIONS.
The earliest stamps are pin-perf. 12 to 15J and compound. Later ones are pin-perf. 14J-15J, square holes, and occasionally stamps are found pin-perf. 13, larger holes.
THE PLATES.
The stamps of the 1872 issue were printed from lithographic stones, and a good deal has been written upon this subject by Mr. H. Griebert, Mr. Barron, and myself.
In the case of stamps of 6 c. and 25 c. there are ten varieties of each, and in the 12 c. eleven varieties, and these are transferred to the lithographic stones indiscriminately.
The following plates are known : —

I have not been able to get sufficient material to enable me. to reconstruct the plates of the higher values. As these were little used, the probability is that there was only one plate each of the 50 and 100 centavos.

The “retouches” on stamps of this issue are decidedly rare, and very interesting.

ISSUE OF 1872.
6 centavos.
In Plate II. of the 6 c., stamps Nos. 95, 96, and 97 were damaged on the stone and roughly drawn in again. Nos 95 and 96 have the whole of the bottom label redrawn, and No. 97 has the left lower spandrel redrawn.
In Plate I. of the 6 c., Type IV. has two white spaces on the oval, and retouches have been found with a few fine lines drawn in these white spaces.
25 centavos.
Type 5 of the 25 c. has been found with some extra lines drawn in front of the nose. (See M. J.t Dec. 31, 1912.)
Type 4 is known with slight redrawing of the nose, upper lip, and the mouth.
I have not seen any of the other values with retouches, but there is still much work to be done in this issue.
I add illustrations of the chief retouches.
THE WATERMARKS OF 1872-74.
The great bulk of the sheets of stamps printed in these years was on paper without watermark, but a few sheets were used of watermarked paper, of which there are two varieties.
The first consists of paper of local manufacture with the words, “ Papel Sellado,” in large single-lined script capitals, repeated two or more times across the sheet. These letters are about 15 mm. high and 10 mm. apart, but I have not found an unbroken strip with the full watermark, which would enable me to illustrate it.
Single stamps show only a portion of one or two of the above letters, and in mixed lots I estimate that 2% of the stamps show this watermark.

The second watermark is in paper of French manufacture, and is as illustrated above. These initials, etc., stand for
La Croix Freres.

Stamps with portions of one of these letters or of the cross are some four or five times as rare as stamps with the first-mentioned watermark.
PROOFS, ESSAYS, ETC.
I have met with the following’ : —
Proofs oil plain paper.

6 c., black on orange-buff paper. Imperf. 50 c., grey. Imperf. and perf.
25 c., red, with horizontal wide laid lines.
Stamps in issued colours without the moire pattern on back.
These are sometimes offered as errors, and I have seen odd used specimens, but I am inclined to think that all these are proofs or colour trials, some of which may have been accidentally postmarked.

These are generally without district name, number, and date, but I have some with name only, others with number and date only, but all such are in different type to the issued stamps.

Stamps in issued colours , with moire , but without name , number , or date.
I have all values, both imperf. and perf., but they are much scarcer than stamps without moire. [Price 25/- each.] The 6 c. is known on paper wmk. *Papel Sellado, also the error 50 c., blue, perf., wmk. Papel Sellado.
There is a curious variety of this issue in Mr. Chapman’s magnificent collection.
It is the 25 c., red, with name “ Puebla,” and with number and date, used, but printed on the thin blue-grey wove paper of 1867. This is a quite distinct stamp, and it is possible that a small remainder of this paper was accidentally used for the 1872 issue.
In the same collection I noted two stamps on really thick paper, imperf. — the 6 c. with “ Cordova” and the 25 c. with “Colima,” both used.
FORGERIES.
In addition to the old Hamburg forgeries, that any school-boy can tell at a glance, there are some good forgeries, that I believe were made in St. Louis, U.S.A. These are produced from a new lithographic stone, and of course will not “plate” with the originals. The easiest test is the moire pattern, which is too fine, with the lines too even, and not broken up into short dashes, as in the originals. The colour of the moire in these forgeries is a g'reenish blue. Some of them have been overprinted with distinct names and numbers in fancy type.
